There are some cool powdercoats, and some even have a bit of real shine, but the answer to "closest to chrome" is "not even close". Just pick a pc finish/color you like based on what pc can do, because it certainly can't do anything quite like bare polished metal or chrome. They do have some really cool stuff and some decent metalic finishes. If you want that kind of shine, you have to strip, and polish. If you want a more durable finish, you can then PC a clear coat, which will keep the shine from needing a lot of maintenance, but it definitely also dulls the brilliance of it quite noticeably.  pc vs real chrome.
